PostHeaderIcon Typhoon Santi slams Luzon with strong wind and flash flooding



The fourth cyclone to pass the Philippines this year, Typhoon Santi (code name: Mirinae) quickly pummeled Manila, the Northern part of the Philippines and Bicol Region with strong winds and heavy rains last Friday, October 30, 2009.

The tropical disturbance came at the time when Filipinos were preparing for the traditional All Saint’s Day celebration on November 1, 2009, stranding many travelers on their way home to the provinces.

As a result of better disaster preparation, many mishaps were avoided in vulnerable communities in Manila, Bicol and Central Luzon. The early evacuation of about 115,000 people avoided injuries and casualties that could have been caused by the wicked storm that earlier brought signal number 3 in many places.

“Santi, which weakened into a storm as it heads toward the South China Sea, caused “minimal casualties,” the National Disaster Coordinating Council said Saturday afternoon, killing at least one person.

At 2 p.m., the storm was seen 170 kilometers southwest of Manila, packing maximum sustained winds of 105 kilometers per hour near the center and gusts of up to 135 kph, the state weather bureau Pagasa said."---

Flooding up to waist deep in certain areas were observed in Laguna, a province hard hit by Tyhpoon Ondoy. Some residents had to go to rooftops to avoid the rising water. In lesser extent, this happened again when Santi passed by.

Electrical power interruptions were reported in various places in Bicol Region. Many passengers on their way home for the weekend All Saint’s celebration were stranded in bus terminals and sea ports.

Certain dams and waterways were opened to prevent the repeat flooding which occurred in Nuevea Ecija, Pangasinan, Aurora, etc. All international and local flights from and to Manila were temporarily cancelled said airport manager Alfredo Cusi.

PostHeaderIcon Dying whale shark found in Manila Bay



An obvious setback to conservation, protection, and preservation of animals, the death of a 17 foot whale shark (butanding) in Manila Bay was a big loss. The huge female sea creature estimated to be about 2 years old and weighing about 1 ton had shown unexpected eye injuries and a few lacerations on the tail when found almost lifeless in the polluted waters of South Harbor.

"The International Union for Conservation of Nature and Natural Resources has classified whale sharks as vulnerable species, which means they face high risk of extinction in the wilds in the medium term. In the Philippines, the whale shark is protected by the Philippine Fisheries Code (Republic Act 8550) of 1998, which bans the fishing or taking of rare, threatened, or endangered species. Violators face 12 to 20 years of imprisonment and a P120,000 fine."--- Inquirer (11/02/09)

Whale sharks (Rhincodon typus) are known to be docile animals which show extraordinary friendliness to human beings. They have been seen to frequent places like Donsol and Matnog, Sorsogon in Bicol. Possible causes of death include illnesses, entanglement in sea-fishing equipment, predation, and pollution.

Fishermen of the area and volunteers from the World Wide Fund for Nature (WWF) attempted to revive the spotted gray-blue animal, but died soon after it towed to shore.

On examination of the remains, the whale shark harbored plastics and nails in its stomach prompting environmental authorities to theorize pollution as the probable cause of death. The whale shark subsists on planktons and krill found in the bay where polluting garbage and non-biodegradable debris abound. PostHeaderIcon Typhoon Santi heads for Central Luzon





Barely a week after Ramil, the typhoon that passed Northern Luzon, another storm has developed and is headed to Central Luzon. Santi, the fourth cyclone coming into the country's territory packs winds at about 150 kph, threatening residents previously affected by wicked weather.

The new typhoon is expected to bring rains and flooding in the area including Metro Manila. Part of the seasonal disturbance, the storm will reach land on Saturday probably passing close to Aurora and Nueva Ecija.

”Based on Pagasa's forecast, Santi’s center is expected to be 180 km east of Baler, Aurora province by Saturday morning, cross Central Luzon throughout the day, and be on its way out at 240 km west northwest of Manila by Sunday morning.:---GMA.new.Tv.com (10/28/09)

From Bicol to Central Luzon, signal number two has been declared. Santi is the 19th weather turbulence that will likely affect the Philippines this year. As a precaution, the Coast Guard has suspended sea travel from Aurora to Camarines Sur in Bicol at a time when the entire country is preparing for the feast of All Saints' Day.

"Aside from Metro Manila, the provinces of Aurora, Quirino, Nueva Ecija, Bulacan, Tarlac, Zambales, Pampanga, Bataan, Rizal, Laguna, Cavite, Batangas, Lubang Island, Quezon, Camarines Norte, Camarines Sur and Catanduanes were placed under Signal No. 2and these areas will experience winds of 60-100 kph, PAGASA said."---Inquirer (10/30/09, Papa, A.)

If only to prove that he is really the King of Pop, thousands of enthusiastic fans and admirers attended the initial presentation of “This is It,” raking in millions to make Michael Jackson right on top of the box office.

The documentary film was culled from about a hundred hours of footages during Jackson’s rehearsals for his comeback concert which was cut short by his untimely death due to drug overdose in June at the age of 50.

As Sec. of State Hillary Clinton visited Pakistan, a car bomb blew in the city of Peshawar killing almost 100 people and wounding about 200 innocent victims in a busy market. Plumes of smoke, broken concrete. and scattered rubble were observed in the crime scene.

The car explosion was part of the step-up offensive by Taliban insurgents against Pakistani forces as the latter continued their attacks in South Waziristan, a border community near Afghanistan where Taliban fighters had taken foothold.

"I want you to know this fight is not Pakistan's alone," Clinton said. "These extremists are committed to destroying what is dear to us as much as they are committed to destroying that which is dear to you and to all people. In a dazzling nuptial attended by at least 3,000 well-wishers, the duo tied the knot at the Santo Domingo Church in Metro Manila on Tuesday. Many political figures, TV personalities, movie celebrities, and media persons attended.

At least 10 bishops led by Jaro Bishop Angel Lagdameo and Sorsogon Bishop Angel Valera officiated the solemn exchange of vows in the Catholic religious tradition. About 2,000 people waited outside the church to get a glimpse of the newly weds and see those who came to greet them.

The “wedding of the year” which was originally planned to welcome 10,000 guests in the Araneta Coliseum had been scaled down. An M72 grenade detonated at the back of the Jolo Cathedral in Sulu Southern Philippines on Tuesday October 27, 2009. Although no one claimed responsibility, Armed Forces spokesman Ramon David Hontiveros thought terrorists could be behind the blast which did not involve casualties and damage to property.

As the Obama administration mulls on what policy to pursue for American troops in Afghanistan, 10 Americans including three Drug Enforcement Administration (DEA) agents were killed in a bloody helicopter crash on Monday, October 26, 2009.

The US military aircraft was on its way from a firefight with suspected Taliban drug peddlers in Western Afghanistan. In addition to the 10 casualties, 4 other American troops died when two helicopters collided in a separate incident in Southern Afghanistan.

“The crash came less than a week after a U.N. report found that the drug trade is enabling the Taliban to make more money now than when they ruled Afghanistan before the U.S. invasion in 2001. The deaths of US servicemen brought a discouraging blow to the morale of troops serving in the battlefield. Casualties from the DEA were the first since they started serving in 2005 in a troubled country known for its massive opium trade.

Jeffry Picower, the friend of Ponzi scam artist Bernie Madoff was found lifeless in his private pool in 1410 Ocean Blvd. in Palm Beach, Florida. The 67-year old man suffered Parkinson’s Disease and had heart probllems. His wife Barbara called 911 to report the incident. Fished out from the swimming pool, he was rushed to a nearby hospital, but was pronounced dead on arrival.

Picower, a philanthropist who donated to the Massachusetts Institute of Technology, New York Public Library and Harvard Medical School had been accused by disgruntled Madoff clients as the largest beneficiary of money fraud.

“In 1999, the Picowers received a 950-percent profit from the Ponzi-scheme investments, according to a $5 billion lawsuit by the trustee overseeing liquidation of Madoff’s companies, Irving Picard. Clues of More Financial Hardtimes Ahead?

This year’s bank closures are the worst since 1992 during the savings and loan crisis. A total of 106 banks have been shut down by regulators of the Federal Deposit Insurance Corp (FDIC) this year. Because of the closures, it will cost FDIC about 25 billion dollars to shore up the banking system. The cost could reach $100 billion by year 2013. Just this weekend 7 banks have been shut down:

“1. Flagship National Bank, Bradenton, Florida. The FDIC entered into a purchase and assumption agreement with First Federal Bank of Florida, Lake City, Florida, to assume all of the deposits of Flagship National Bank. As of August 31, 2009, Flagship National Bank had total assets of $190 million and total deposits of approximately $175 million. In addition to assuming all of the deposits of the failed bank, First Federal Bank of Florida agreed to purchase essentially all of the assets. Total cost to the FDIC: $59 million.

2. Hillcrest Bank Florida, Naples, Florida, was closed by the Florida Office of Financial Regulation. The FDIC entered into a purchase and assumption agreement with Stonegate Bank, Fort Lauderdale, Florida, to assume all of the deposits of Hillcrest Bank Florida. As of October 1, 2009 , Hillcrest Bank Florida had total assets of $83 million and total deposits of approximately $84 million. Stonegate Bank will pay the FDIC a premium of 0.50 percent to assume all of the deposits of Hillcrest Bank Florida. In addition to assuming all of the deposits of the failed bank, Stonegate Bank agreed to purchase $28 million of the failed bank's assets. The FDIC will retain the remaining assets for later disposition. Total cost to the FDIC: $45 million.

3. Partners Bank, Naples, Florida, was closed by the Office of Thrift Supervision. The FDIC entered into a purchase and assumption agreement with Stonegate Bank, Fort Lauderdale, Florida, to assume all of the deposits of Partners Bank. As of September 30, 2009, Partners Bank had total assets of $65.5 million and total deposits of approximately $64.9 million. Total cost to the FDIC: $28.6 million.

4. American United Bank of Lawrenceville, Georgia, whose deposits will be assumed by Ameris Bank, of Moultrie, Georgia. As of August 11, 2009, American United Bank had total assets of $111 million and total deposits of approximately $101 million. Ameris Bank will pay the FDIC a premium of 1.02 percent to assume all of the deposits of American United Bank. In addition to assuming all of the deposits of the failed bank, Ameris Bank agreed to purchase essentially all of the assets. Total cost to the FDIC: $44 million.

5. First Dupage Bank, Westmont, Illinois, was closed today by the Illinois Department of Financial & Professional Regulation -- Division of Banking. To protect the depositors, the FDIC entered into a purchase and assumption agreement with First Midwest Bank, Itasca, Illinois, to assume all of the deposits of First Dupage Bank. The sole branch of First Dupage Bank will reopen on Saturday as a branch of First Midwest Bank. As of July 31, 2009, First Dupage Bank had total assets of $279 million and total deposits of approximately $254 million. In addition to assuming all of the deposits of the failed bank, First Midwest Bank agreed to purchase essentially all of the assets. Total cost to the FDIC: $59 million.

6. Riverview Community Bank, Otsego, Minnesota, was closed today by the Minnesota Department of Commerce. To protect the depositors, the FDIC entered into a purchase and assumption agreement with Central Bank, Stillwater, Minnesota, to assume all of the deposits of Riverview Community Bank. As of August 31, 2009, Riverview Community Bank had total assets of $108 million and total deposits of approximately $80 million. In addition to assuming all of the deposits of the failed bank, Central Bank agreed to purchase essentially all of the assets. Total cost to the FDIC: $20 million.

7. Bank of Elmwood, Racine, Wisconsin, was closed today by the Wisconsin Department of Financial Institutions. To protect the depositors, the FDIC entered into a purchase and assumption agreement with Tri City National Bank, Oak Creek, Wisconsin, to assume all of the deposits of Bank of Elmwood. Bank of Elmwood had total assets of $327.4 million and total deposits of approximately $273.2 million. Tri City National Bank did not pay the FDIC a premium for the deposits of Bank of Elmwood. In addition to assuming all of the deposits of the failed bank, Tri City National Bank agreed to purchase essentially all of the assets. Bank officials expect more closures to extend till 2012. Taking the option to close in order to avoid public panic, many smaller banks are hard hit by delinquency in loan payments, falling home values, and worsening unemployment of about 10%.

PostHeaderIcon Two massive suicide bombings rock Baghdad





At least 140 people were killed and more than 500 were injured in two suicide bomb explosions detonated last Sunday. October 25, 2009 in Central Baghdad, Iraq. The blasts which shattered buildings occurred outside the Green Zone, the heavily guarded area where government facilities are located.

According to the police the first bomb struck near the justice ministry. It was immediately followed by a strong car blast at the provincial government headquarters. At least 25 employees of the Baghdad Provincial Council were among those who died.

These bombings were the most severe after the August suicide bombing which claimed the lives of about 100 innocent victims. The bombing this weekend occurred at a time when the Iraqi parliament is deliberating whether to pass a law that will allow national elections to be held in January.

Although Pres. Barack Obama reiterated America’s commitment to keep troops in Iraq during his meeting with Prime minister Nouri al Maliki, the United States is contemplating withdrawal of combat forces by August next year.

The wedding bash with a price tag of three (3) million pesos of Sen. Mar Roxas and TV anchor Korina Sanchez in Araneta Coliseum in Quezon City was scrapped in favor a scaled-down celebration.

Opting for a fewer guests and a simpler and less extravagant celebration, the huge money to be spent for an estimated 10,000 well-wishers was instead set aside to assist the victims of the floods brought by Typhoon Ondoy and Peping. The admirable decision of the couple will surely help numerous Filipinos cope with the aftermath of the storm.

The celebrity nuptial will require Filipino attire for the limited media persons who will be granted access at the Sto. Domingo Church in Quezon City where the wedding will be held.

About 2,000 invited people, mostly members of the who’s who of local politics and the glittery segment of society will pack the church grounds during the wedding where the famous Madrigal Singers and the Philippine Harmonic Orchestra will perform. On October 9, 2009, Fr. Ruben Barrameda of the Legazpi Diocese in Bicol was designated to serve in the Apostolic Vicariate of Kuwait. Supposed to be the first diocesan priest to take official religious duty in the Middle East and Gulf area, the Bicolano clergyman would be under the jurisdiction of the vicariate of Kuwait.

A mass in tribute to Our Lady of Penafrancia was celebrated by Fr. Barrameda together with Bishop Lucio B. Quiambao of Legazpi City. Joined by Fr. Rolando Panesa and Fr. Angelos, the solemn Eucharistic celebration was attended by the Philippine Ambassador to Kuwait Ricardo Endaya, government dignitaries, and about 1,000 members of the Catholic congregation.

PostHeaderIcon Obama calls swine flu a national emergency




As predicted early in spring that the H1N1 flu pandemic will escalate to cause illness in fall and winter. Early this month, about 20% of school children in US have complained of flu-like symptoms, most of them are thought to be caused by the H1N1 virus. In addition, 7% of 10,000 adults surveyed reported manifestations of flu which had claimed the lives of 1,000 people in USA.

The spread of the swine flu has the potential to overtax the healthcare system as 46 out 50 states have reported rising influenza infections. Wordwide, it was reported 5,000 people have so far died of the disease since the first cases were identified in April. This prompted Pres. Barack Obama to declare a national flu emergency.

“The emergency declaration, which Obama signed late Friday, lets doctors and nurses temporarily bypass certain federal requirements so they can better handle a spike in influenza A(H1N1) patients. The declaration comes just days after Health Secretary Kathleen Sebelius warned that demand was outstripping supply of vaccine for the novel flu strain.”----AFP (10/24/09)

More than 1 million Americans have been downed by the H1N1 flu. Facing a vaccine shortage, the state of New York on Friday suspended the controversial ruling that health care personnel be vaccinated against the H1N1 flu by the end of November or face the possibility of job termination.

According to the Center for Disease Control (CDC) about 16.1 million doses of the H1N1 vaccine was ready for distribution and 11 million doses have already been passed on to state health authorities for use. A female TV journalist who works with the Lebanese Broadcasting Corporation (LBC,) was sentenced by a Saudi Court to receive 60 lashes after the company where she is employed is found not to have a license to operate in the Islamic country.

The Lebanese Broadcasting Corporation (LBC,) had been a popular television station which showed western-style entertainment programs and talk shows. A TV presentation in LBC which featured a man’s premarital sexual experiences drew outcry from the highly conservative public.

For his revelations, Mazen Abdul-Awad, a divorced father of four, was sentenced to five years in jail and 1,000 lashes. The 22 year old lady journalist said she had nothing do with Abdul-Awad’s sexual confessions, but she refused to contest the verdict against her. ---Reuters (10/24/09, Alsharif, A.)

PostHeaderIcon Landslides cut off 6 Ilocos towns



As typhoon Ramil veers away from Philippine territory and heads away from the country, landslides which occurred on softened roads isolated the upland villages of San Emilio, Quirino, Pilar, Angki. Cervamtes, and Sugpon. The towns in the mountainous area in Ilocus Sur had roads that were buried by mudslides. At San Emilio, a bridge was destroyed by the flood.

Regional police director Ramon V. Gatan, Ilocos said the Cervantes-Quirino road is not passable to all types of vehicles after major landslides buried the highway in Quirino section. In Cervantes-Aluling road, Gatan said this major route was also cut off after it was washed out by floodwaters brought about by continued rains in the mountainous areas. A large portion of the road was also blanketed by mud and big rocks.

The major national road linking Ilocos Sur to Benguet along the Cervantes-Mankayan road was also not passable to all types of vehicles after it was covered by tons of mud and boulders brought about by landslides in the area. The school in Camarines Sur which started as an elementary learning institution for boys during the American occupation has now been designated as the Central Bicol State University of Agriculture (CBSUA.)

Expected to modernize the teaching and practice of agricultural science in the area, the school, located in Pili, Camarines Sur, is now named a state university upon approval of a house bill signed by Pres. Glora M. Arroyo last Monday, October 12, 2009.

PostHeaderIcon Pakistan steps up Waziristan campaign versus Taliban militants



In almost a week, Pakistan military forces relentlessly battle Taliban insurgents in Waziristan, a known stronghold of Islamic militants at the country's southern tribal region close to the Afghan border.

The area is inhabited by about 10,000 Taliban fighters who battle with about 30,000 Pakistani military troops. Fierce resistance from the Taliban is sustained by these notorious rebels who try to keep control over Kotkai, a village-town from where Pakistani Taliban leader Hakimullah Mehsud came from.

Without reliable confirmation, Pakistani forces announced 115 rebels and 16 soldiers were killed so far in the fighting. More than 175 civilians reportedly died in various attacks by the Taliban. The offensive against them in South Waziristan was not the first in years. The fighting caused thousands of civilians to escape the area, about 16,000 of them in the last 3 days.

Pakistani authorities temporarily closed schools after two suicide bombers targeted the International Islamic University in Islamabad, claiming the lives of 4 innocent individuals inside the campus. With overall joblessness rate nearing 10%, Americans are getting a shock of their life to find the big disparity between what the Obama administration projected and the current joblessness all over the country.

Seven months after so much rosy promises by government leaders, the state of economy still looks bleak for those who don’t have work or stopped looking for one . A staggering forty nine (49) out of fifty (50) states lost jobs the last 7 months---a far different picture than the Obama government promised.

According to the data, 49 States and the District of Columbia continued to lose employment for Americans since stimulus was enacted by the Obama administration. Of the 50 states, only North Dakota registered a net positive job addition following the February 2009 stimulus.

President Obama announced his stimulus bill would create 3.5 million jobs, but the the United States has already lost a total of 2.7 million – a difference of 6.2 million jobs. With corrupted and greed-driven financial institution in America, further rise in unemployment indicated that one couldn't recklessly spend taxpayerrs' money in order to show a semblance of prosperity.

Even if Americans still wish the president would succeed (given 3 years more ahead to exhaust his tenure of office,) the joblessness data had brought an ugly picture of the recovery--- raising distrust and disappointment on where the government is heading. This is on top of the wide opposition of government over-spending, sluggish war and anti-terror campaigns, ballooning budget deficit, increasing interference of government on privae enterprise, high taxes, and unsatisfactory healthcare revamp that endangers the medica care system that 85% of Americans are happy keeping.

Barely recovering from the effects of Typhoons Ondoy and Peping, the United Opposition (UNO) team declares its presidential plan for coming presidential election next year. Traditional politicians (trapos) led by ousted and convicted plunderer ex president Joseph Estrada announced his candidacy for president in front of 10,000 excited supporters in Plaza Hernandez in Tondo. He named Makati Mayor Jejomar Binay as his running mate along with 4 of 11 senatorial candidates---among them, the aged Marcos political partner Sen. Juan Ponce Enrile, a long-time trapo.

Present in the rally were Estrada’s son Senator Jose "Jinggoy" Estrada, lawyer Aquilino "Koko" Pimentel III and businessman Jose "Joey" de Venecia III. Expected the UNO party, but were not present were Sen. Miriam Defensor-Santiago, Reps. Teodoro "Teddy Boy" Locsin Jr., Ferdinand "Bongbong" Marcos Jr. and Rodolfo Plaza, and detained Brig. Gen. Estrada’s candidacy brings recall the terms of the politically-motivated pardon quickly handed by Pres. Gloria M. Arroyo in October 2007. The controversial pardon which exonerated Estrada of corruption, thievery, and plunder stipulated that he, the movie actor, agreed not to run for public office.

One can argue that the popular song Sarong Banggi carries meaning in each line that only a Bicolano can feel from his heart. It is also true with our Philippine flag. The brilliant colors of red, white, and blue---the golden sun and stars evoke meanings that only we Filipinos will ever know.

The seal above adopted by members of Sarong Banggi (SB,) the organization which started in UP Los Banos brings special significance to many Bicolanos as well. If SB members tell us that unity is important: “Sa pagkasararo, may kusog” ----Isn’t this what we all want? In all our affiliations, we know this by heart. Oneness truly brings strength on which our survival, health, and happiness stand.

Art Villamor demystifies Sarong Banggi



Originally from Pasacao, Camarines Sur and Naga City, Art Villamor is the current president of the Sarong Banggi Organization International, Inc, (SBOI) a group of Bicolanos, college students, and professionals whose founding in 1964 has spawned a network of tightly-knit members in the Philippines and abroad.

In this friendly interview by Ibalonian Augusto F. Mesia, M.D., Art---the former Bayer executive shares his insights culled from his deeply held personal experiences with the popular organization in UP Los Banos when he studied there in 1973 to 1978. In his youth, Art is part of the spark of idealism of the state university---a member of a Bicolano group which has morphed into an integrated global brotherhood with a mission.

What is Sarong Banggi?

We often think of Sarong Banggi as the old folk ditty that we heartily sing with pride as Bicolanos. It is regarded as a love song, but historian Jose Barrameda, Jr of Naga City thinks it’s a liberation song composed by Potenciano Gregorio of Sto Domingo, Albay at the time of the Philippine revolution. In 1964, some students from Bicol in UP Los Banos (UPLB) added a new dimension to the song’s love message and its patriotic ramifications when they started to call their group Sarong Banggi (SB).

Since then what happened?

Before UPLB became an autonomous university in 1973, the colleges of agriculture, forestry and graduate school drew a steady number of students from Bicol. As a group, the guys didn’t have a face in the campus. Bicolanos were basically in the shadows---disorganized and disparate. They popped out during elections or came together in loose crowds--- sometimes in socials and poorly organized induction balls. There was that void at that time. Sarong Banggi filled that void for the Bikols.

What was the organization’s purpose?



SB developed its constitution and set its objectives based on the prevailing conditions of the time. Aside from common love of Bikolandia, unity and academic excellence, SB inculcated to its members the virtues of brotherhood, leadership, loyalty. and humility. Over the years, its constitution was revised in 1979, 1984, 2001 and 2007 to suit the organization to the call of time.

Who were the original members of SB?

Most of the Bicolano founders were members of campus fraternities--- 3 Upsilonians, 3 Alpha Sigmans and the rest were “barbarians”---the UP term for those who have no organizational affiliation. Two Upsilonians, Mon Santiago and Romy Claveria, came from Ateneo de Naga HS’64.

The first faculty adviser was Uly Lustria, a Beta Sigman from Legazpi City. UP Diliman College of Law faculty member Loida Nicolas (Lewis) was the young guest speaker of SB's first anniversary and induction ball held in 1965.

It was told that before 1973, the UPCA (the predecessor of UPLB,) selections of Bikolanos served as swing votes for most Bikol region candidates--- the likes of Loida Nicolas-Lewis and Liwayway Vinzon-Chato grabbed slots in the UP student body. SB was at the forefront to solidify that elusive Bikol votes.

What is the association known for?



Early on, SB was active in campus politics and theater arts. Despite the students’ focus on their studies, our members were restless and dissent against Marcos dictatorship at that time was strong.

The organization recognized the stage could not only portray the current situation of the time but it also could serve as an effective tool of showing true Filipino culture. There were memorable theatre productions which SB produced and co-produced in UPLB and Bikol until the late '80s which I could remember.

In 1969, Sarong Banggi toured with the Philippine College of Commerce (PCC, now PUP). "Samahang Kamanyang," a progressive theater group from PCC came to the Bicol Region---hanggang sa Naga at Legazpi napadpad sila para mamulat ang mga Bikolanong estudyante sa mga nangyayari sa bansa noon.

In 1975 and 1976, SB also co-produced with the UPLB Student Council "Iskolar ng Bayan - Alay sa mga Bagong Salta." A tribute for UPLB new freshmen.

In 1977, with Kappa Phi Sigma and Tulisanes worked together for "ISKHO, ISKHA ATBP," again a tribute para sa mga bagong salta.

In late 1977, SB produced "SIGAW NG BAYAN" a full act play by Bonifacio Ilagan. It portayed the struggle of the Filipino people and the Katipunan during the oppressive Spanish regime.

In 1978, SB produced "JOE HILL," a play portraying the life and struggle of an American labor union during the early years of the 20th century.

In 1982, SB staged "FOLKSONG PARA SAINDO" in Naga City. A concert featuring nationalist musicians from Manila and Laguna.

In 1984, SB co-produced with Tulisanes and Haring Ibon "REKONSENTRADO"

In 1987, SB co-produced with UPSCA, Chi Epsilon, Epsilon Chi,Teatro Umalahokan, Tulisanes, Sigma Rho, Beta Kappa, and Kappa Phi Sigma the play "PIPOY"

In late 1987, SB produced "MAPAIT SA BAO," a full length play depicting the life a typical Filipino coconut farmer and his family.

SB was also active in student politics, a number of its members became Chairpersons and councilors of UPLB Student Council during the martial law years and during the mid to late '90s. SB was also in the forefront in the revival of the UPLB student publication (UPLB Perspective) during the martial law years. SB's Gabby Bordado (AdeNHS'71 and Naga City vice mayor) was one of the editors of UPLB Perspective in 1974.

How did SB become the organization that is now?

During the first quarter storm, SB was one of the visible associations aligned with the radical left at UPLB. A number of its members even went beyond campus politics and joined the people movement in the countryside.

In 1971, its first chapter was established in Bicol as Naga Sarong Banggi with early members from ADNU and UNC and former SB members from UPLB who went back to Naga before the declaration of 1081.

The years after the declaration of martial law, SB grew larger in Metro Manila mainly in GAUF now Araneta-La Salle University and Adamson University. It also established student chapters in Bicol University (BU)--- Legazpi, Guinobatan, and Tabaco campuses. Chapters were organized in Camarines Sur State Agricultural College (CSSAC), Mabini, and La Consolacion Colleges in Daet, Camarines Norte and Camarines Norte State College (CNSC) of Daet and Labo.

Memberships were opened in University of Nueva Caceres (UNC) and University of St. Anthony (USANT) in Naga and Iriga respectively. Lately, the org recruited new members from BU, Polangui, and Partido State University in Goa, Camarines Sur.

Does SB have a chapter in UP Diliman?

In the early 2000, SB tried to put up membership there. But it was not sustained by the regular chapters of UPLB and Adamson U which comprise the bulk of SB Kamaynilaan.

According to some SB elders/alumni, there was an attempt to merge UP Sarong Banggi and UP Ibalon during the early '70s (before 1081) but the negotiation failed basically on the issue on which name will survive after the merger.

Can you describe the membership of SB now?

We have about 3,000 members---500 of them are from UPLB and the rest are from other chapters. About four-fifths of the members are in the Philippines and the rest are based abroad mainly in America.

How do the SB chapters function?



Each campus regular chapter has some degree of autonomy in terms of its campus activities which are based on different policies on student organization by the different colleges and universities but in terms of objectives, recruitment and acceptance rites, elections, organizational discipline etc... all regular and alumni or elders chapters are governed by policies and guidelines formulated by the SBOI Board of Trustees (2007 SB constitution).

Our alumni chapters are created per geographical distribution of the alumni members from different regular or student chapters. We have SB Kamaynilaan Council of Elders chapter, SB International Chapter (mainly US & Canada based elders or alumni), Naga City SB council of elders among others.

SBOI under the 2007 constitution has an elected the Board of Trustees (BOT) as the policy making body of the organization. It has 3 independent commissions (election, audit and discipline) appointed by the BOT. They formulate and apply regulations according to its nature or scope of work.

Two types of chapters work hand in hand----the student or regular chapters in campus and the elder or alumni chapters outside school. The organization’s non-campus projects are identified, funded, and implemented by the elder or alumni chapters with the help of the nearest regular or student chapters.

Was SB a positive influence your life?

Definitely! Aside from my Ateneo and UP education, SB is the third classroom that honed my personality---a family man not only for oneself, but for others as well. The experience helped me manage home and work. The group helped my decision-making. Keeping the core values of SB made me what I am now--- a responsible, humble and fair person to everyone.

The state university influenced me a lot in running the group. A national and international organization, SB must be relevant to society. It must be critical and analytical to the events of the time just the way we learned in school. Di ba tinuru’an tayong di lang mano’od? Dapat maki-alam din tayo sa nangyayari sa ating lipunan.

What are your plans for SB?

I want to harness the pool of expertise and resources of the organization. Majority of SB members have assumed key positions in their respective professions. I wish I could tap them to help in education. We can work on livelihood projects for the poor. We can maximize our role in environmentalism and cultural preservation particularly in Bicol.

Why are there so many organizations in Bicol and elsewhere?

I think it is a normal sociological phenomenon. Everybody needs a company and it is natural for someone to look for his "kalahi" for full expression of oneself. He comes to know the norms and taboos of his kababayan. Not only does he eat the same food, he acquires similar values and experiences. Mas comfortable siya na kasama ang kababayan brods or sisses di ba?

What is an interesting SB story you want to share?




Gulpihon. Thirty six (36) years of affiliation with SB since my freshman year at UPLB, I picked up some of the org’s virtues. We practice self-criticism, brotherhood, loyalty, leadership and humility--- nagamit ko sa personal na buhay ko---- sa pamilya sagkod trabaho.

Por ejemplo, an maging magpakumbaba, an pag-ako ning kasalan o pagkukulang ay nanudan ko sa grupo. An pagiging ama kan pamilya, maging pamayo nin trabaho asin ibang orgs.---mga mahalagang lecciones na dae ko nano’odan sa la’og kan klase, pero natuparan ko sa SB.

Si enot na girl friend ko sa UPLB was a sis, a former up gov't scholar. So pati pag-ilusyon nanudan ko sa la'og kan org nagpu’on. Kaya pag ilusyon ko sa luwas kan SB (of course mayo na kami kan sis ko ta siya nagtransfer sa sarong university sa Manila,) dae na ako murtugo kundi astig na.

How do you balance SB with your friends and family?



Now that I am the national president of SB Organization International, Inc. (our SEC registered name,) 15% of my time is devoted to it, 15% with other friends including my golf schedule, and 70% pa rin ang pamilya. Igua na akong mga maku-apo that we can enjoy. In retirement, I find being active in the group very satisfying.

Anything new with the group?

The major change with SB since it started was its SEC registration in 2004 as non-government organization or corporation. This was to make the international organization more active outside the campus. Education, the environment, and culture preservation had been the group’s priorities.

Our focus is to increase our presence to the colleges and universities so we can carry on the SB mission. How to maintain the quality of our current membership is a concern. We want to have quality SB alumni so we can implement more projects.

How do the members deal with politics?

SB is not partisan---- kaya okay lang na may members kami na mataas ang katungkulan---in the military, police, leftist movement, legal and medical professions, engineering, forestry , agriculture, urban planning, finance etc... kun baga, maski pa ano ang pagtubod, pag-abot sa la'og nin grupo magturugang pa man guiraray.

We have a vice governor, a city vice mayor, a provincial board member and a number of municipal councilors who need our support, but we do it on individual basis.

What is the biggest challenge facing SB today?

We need to recruit quality members among the students and encourage more involvement from our alumni members. We work to reach out to other individuals and organizations in the community---- to spread the unity, goodwill, and peace we committed ourselves as Filipinos from Bicol. =0=

Following the typhoon that flooded 80% of Manila and many areas in the provinces, the Department of Health (DOH) has warned of outbreaks of water-borne diseases. Leptospirosis which is a spirochetal bacterial infection transmitted from infected droppings and urine of rats and infected animals has been reported to about 400 people in Metro Manila. The number is about half of those reported of the disease last year.

According to the Department of Health Chief Francisco Duque, of the 383 cases of Leptospirosis, about 157 cases were reported in San Lazaro Hospital. 70 cases were documented at the Medical City and 69 at East Avenue Medical Center. A total of 28 cases were also seen at National Kidney and Transplant Institute, 18 at Quirino Memorial Medical Center, 17 at Philippine General Hospital, 13 at Rizal Medical Center, 10 at Manila Doctors’ Hospital and one at Jose Reyes Memorial Medical Center.---Inquirer (10/14/09, Valmero, A)

The disease presents with flu-like symptoms, skin rash, joint pains, jaundice, and headaches. Some cases lead to kidney complications and may be accompanied with lung, liver and cardiac manifestations. Some patients develop acute renal failure requiring dialysis.

It is with great joy and thanks that Fr. Damien who served the lepers in Molokai, Hawaii is one of the new canonized saints of the Holy See. Jozef de Veuster, the 19th century Belgian priest who was shunned for contracting leprosy from those whom he served in the Pacific islands in the 1800’s is one among five new saints recognized by the Vatican in a solemn ceremony presided by his Holiness Pope Benedict XVI in St. Peter’s Basilica in Vatican City on Sunday, October 11, 2009.

Fr. Damien who selflessly served ill people stricken with the chronic disfiguring communicable disease of leprosy (Hansen’s disease) died at the age of 49. He served the remote leper colony for at least 16 years. With him, who were recognized as saints by the Vatican are:

-- Zygmunt Szczesny Felinski, a Polish bishop who kept championing Catholicism after Russia shut down Polish churches in retaliation for the Polish uprising against Russia in Warsaw in 1861.
-- Jeanne Jugan, a French nun who set up an order that runs homes for destitute around the world.
-- Francisco Coll y Guitart, a Spaniard who founded an order of Dominicans in the 19th century.

PostHeaderIcon Calamity lessons we like to brush aside?



Every year typhoons of magnitudes similar to Ondoy and Pepeng hit the Philippines. Deaths, injuries and damage to property are part of the usual aftermath. From the news, we can just see how the whole nation suffers---as if nothing really can be done to avert the catastrophes.

What is worrisome is th4 extent of the calamity that the whole country is facing. If nothing on our part is done, the disasters will be more intensely devastating. The worst case scenario of another flood is hard to talk about-----maybe because its too scary to even contemplate. We are not sure if we will ever be prepared to cope with it.

Many of us think that if we isolate ourselves in exclusive villages with tall walls and a round-the-clock set of guards, we will solve the problem of the poor living side by side with us. We are assured that thieves will not break in our plush houses. And living in tall high-rises make us think we are in a different land, away from the dangers that lurk around. But this is not the lesson we learn in the recent horrible floods.

Rich and poor, we realize our own vulnerability when disaster strikes. There is misery and hardship everywhere, sparing no one. That’s why to prepare for the next big calamity, we need to make changes in our lifestyle. Much as we brush it aside, government-led disaster preparedness is what we must work for. We need the cooperative work of everyone to be successful.

Our villages are so congested now that we need to unclog major waterways and streams. We see excessive number of people spilling in our streets. In the fringes of Laguna Bay, the number of illegal homes where these people live is incredible. Some form of squatter relocation is urgently needed to ease up the flow of water when heavy rains fall.

It’s important that we dredge our rivers and streams---because blockages aggravate flooding in our areas, These give us little room to maneuver when water rises. The specter of a cataclysmic deluge is surely in our minds the next typhoon is announced by the weather bureau.

We need to improve the disposal of our waste. We haven’t stopped the habit of throwing debris, plastics, and garbage that choke the path where water needs to go during heavy downpours. Pollution is taking over our lives in a very serious way, endangering our health, particularly the young and the old. Typhoons Ondoy and Peping which hit Luzon last week brought deaths to at least 669 people and caused injury to 462 people. So far 87 individuals were still reported missing.

The National Disaster Coordinating Council ( NDCC) placed the damage to infrastructure brought by Pepeng reached to about P5.083 billion – P3.99 billion in agriculture and more than P1 billion in infrastructure. PostHeaderIcon Irish priest kinapped in Zamboanga



Michael Sinnott, a 78-year old Columban missionary was abducted by unidentified armed men in Pangadian City, Zamboanga del Sur last October 11, 2009. The motive of the abduction was unclear but Zamboanga City Archibiship Romulo Valles thought it could be for the purpose of extorting ransom.

According to the director of the Police Regional Office (PRO) Angelo Sunglao six armed men dragged the elderly priest into a vehicle which was later abandoned after it was set on fire. Fr. Sinnot was said to have been conducted into a boat which traveled in high seas without any known destination. No group had so far claimed responsibility.

Because of the age and health of the missionary, Pagadian Bishop Emmanuel Cabajar requested that the priest be released by his kidnappers. The priest had been suffering from heart problems.

“We appeal to his abductor to treat him with respect and release him soonest. Father Mick is not in the (best) of health and badly needs his daily dosage of medicine. When he was taken he only had with him medicine good for one day,” Cabajar said. “We are urging the abductors for arrangement to be made to insure that Fr. PostHeaderIcon Suicide bomber claims 50 lives in Pakistan



A fresh record of deaths and injuries came when a suspected suicide bomber exploded an explosive-packed car close to a provincial legislative assembly that was in session in Peshawar. The blast killed 50 people and wounded about 120 more on Friday October 9, 2009. Debris and rubble from the blast laid scattered in the streets where mangled bodies, among them children and women were found.

The new attack forced about 80,000 civilians to flee the area for fear of an offensive against terrorist elements affiliated with the Taliban. It was believed the bombing was a retaliation against the government’s plan to wage a campaign against the Taliban and Al Qaeda insurgents in South Waziristan where they congregate. PostHeaderIcon Norwegian Nobel Committee too early for Obama's peace prize?



“The Norwegian Nobel Committee praised Obama for "his extraordinary efforts to strengthen international diplomacy and cooperation between peoples." But critics -- especially in parts of the Arab and Muslim world -- called its decision premature.”---Reuters (10/09/09, Moskwa, W.)

Many were caught by surprise--- even the awardee in the White House. How could Pres. Barack Obama who just started laying down his plans as the US president won a prize of such distinction? Did the Nobel skidded into irrelevancy that it lost the honor bestowed to Nelson Mandela, Mother Teresa or Henry Kissinger? Is politics again behind the selection? Could someone be deserving of a recognition for a vision of peace that remains to be seen? Could it be too early to pay tribute to someone for an accomplishment that needed to be validated in the future?

Obama is set to receive a cash prize of $1.4 million and citation in a glittery ceremony in Oslo, Norway.

For those who don’t agree that Obama deserves the controversial citation, a day laborer in Iraq quipped, the man hasn’t changed anything to be worthy of anything. A leader of a conservative party in Pakistan thinks the peace prize is an embarrassing joke. Polish president Lech Walesa thinks Obama has no contribution so far. A Hamas leader believes the president who suffers from dwindling job approval rating back home has to do a lot to prove his worthiness of the reward.

Obama is facing policy problems in the Iraq-Afghanistan wars, a healthcare plan that is met with strong opposition from the public, a soaring joblessness and deficit unheard of before.

The same eloquence that captivated the American electorate in November is the same language that made the Nobel Committee came slobbering for the president who in his statement said he was very much humbled. However, choosing Obama casts doubts on such premature accolades---Many think there is political intent to push for the president to get the award. Whether such prize is fitting for Obama or is it losing meaning and prestige, what is oddly clear is the Nobel can after all be handed down on the basis of good intention before a job is considered laudable and well done. PostHeaderIcon Peping's floodwaters persist in Northern Luzon



Up to 70% of towns in Pangasinan are still submerged after Typhoon Peping dumped more water in the province damaging crops and homes in the area. In Ilocos, 11 towns are under water.

In Nueva Ecija, 23 towns and cities are submerged. Nueva Ecija governor Aurelio Umali, said that the worst hit in his province included villages in Cuyapo, Aliaga, Guimba, Licab, Quezon, Sto. Domingo, Talavera, Zaragoza, Sta. Rosa, Jaen, San Antonio, San Isidro, Cabiao, Rizal and Bongabon towns and in the cities of Cabanatuan, Muñoz, Gapan and Palayan.---Inquirer (10/09/09, Roque, A.)

The National Disaster Coordinating Council(NDCC) reported a total death toll of the typhoon 75. A landslide in a mountain village in Benguet killed 26 residents in their collapsed homes. At least 40 people were still unaccounted for. The typhoon caused damage to an estimated P239 million in agricultural crops and P190 million in infrastructure.

About 28,000 residents were evacuated from 28 flooded towns and cities in Pangasinan. The Agno River overflowed when water was released from San Roque dam. Because of massive landslides, traffic in Kennon Road, Marcos Highway, Naguilian Road and Ambuklao Road to Baguio City were interrupted on October 9, 2009.

The latest weather bulletin by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) placed the typhoon to be 90 kms Northwest of Baguio City with winds of 55 kilometers per hour near the center. In the third quarter report by the Social Weather Station (SWS,) President Gloria M. Arroyo got bad approval rating, the worst a president ever received since polls were conducted. The ugly picture followed an earlier bad result for the president in the second quarter of the year.

The dissatisfaction against Arroyo had been more obvious across all social classes---something Malacanang thought to be less important than the “accomplishments” her administration had done for the country. Not only had Arroyo wielded a corrupt image over time in her term. She was perceived as extravagant and uncaring---something many Filipinos felt they couldn't do so much abut since the next presidential election is near.

”President Arroyo's overall satisfaction rating was a net of -38 (23% satisfied minus 62% dissatisfied, correctly rounded), which is classified as "bad". PostHeaderIcon Suicide bomber kills 12 and wounds more than 80 in Afghanistan



A strong car bomb was detonated near the Indian Embassy in the capital city of Kabul on Thursday, October 8, 2009 claiming the lives of 12 innocent civilians and wounding more than 80 people. The notorious Taliban claimed responsibility for the blast whose victims included police officers in a location between the Afghan Interior Ministry and the Indian embassy.

The bomb was so powerful that it shattered windows and scattered rubble and debris on the streets. The explosion, the deadliest since 2001, occurred a day before the 8th anniversary of the presence of US troops in the chaotic country.

The blast came at a time when America had started drawing plans to reorient its strategy in its campaign to topple the Taliban regime in the country. A surge of about 40,000 troops had been considered by the Obama administration and its top military advisers.

In the Afghan front, there are reports of sagging morale among US troops serving the primitive and desolate country. Many soldiers are questioning the usefullness of their effort. They are asking why they are there in the first place. (Photo Credit: dailymail.co.uk) =0=
