Cosmetic surgeon loses license resulting from sex-tape scandal

Dr. Hayden Kho, the infamous cosmetic surgeon of the Belo Medical Group involved in the blistering sex scandal with movie starlet Katrina Halili, Dr. Vicki Belo, and other women was stripped of his license to practice medicine on November 20, 2009 by the Professional Regulations Commission (PRC).

The basis for the license revocation stemmed from the young doctor's poor judgment of videotaping his sexual relation with Halili and showing the intimate footage in You Tube for the public to see. The PRC ruled that Kho’s action was immoral and dishonorable.

The medical license revocation prompted Kho’s legal counsel to file for a motion of reconsideration before the decision to prevent him from practicing his profession becomes final. Representing her client, lawyer Lorna Kapunan said the surgeon’s punishment was “too harsh and unfair.”

Obviously, the PRC's decision on Kho's case reflects the standard of morality of the professional regulating body. The humiliation which comes from this sex scandal is a shameful example from which doctors and other professionals can learn from. (Photo Credit: Philstar) =0=

18,837 teachers get their PRC licenses

It's the lack of classrooms and school facilities that the Philippines has been having problems with. Teachers and students are ready to teach and learn in school.

In the October 2009 licensure test given by the Philippine Regulations Commission (PRC,) for high school teachers, 10,792 passed. Another 8,045 examinees passed the examination for elementary teachers. =0=

Nursing board exam draws 95,282 examinees

On November 29 & 30, 2009, a record of 95,282 nursing graduates will take the board examination to be given by the Professional Regulations Commission (PRC). By far this is the highest number of test-takers---- exceeding the 88,469 who took the PRC licensure exam last year. After many schools opened, a surplus of nurses developed---- pushing thousands of nurses in the ranks of the jobless and the underemployed.

Marco Antonio Sto. Tomas, a member of the Board of Nursing noted the sharp increase of nurses as more schools offered the course. The schools took advantage of the recruitment of health professionals abroad. The demand however was not sustained to provide jobs. From the almost 8,000 nursing graduates who sought employment after taking the 2003 licensure test, the examinees (potential workseekers) ballooned to almost 100,000 this year.

According to Sto. Tomas, in spite of the minimum competency tested in the board exam, thousands of candidates fail. Only about half of the examinees get licensed, prompting educators to suggest reforming the conduct of the course and closure of substandard colleges.

"The biggest number of examinees will come from Metro Manila (40,621 first-timers, 33 conditioned); Baguio (14,102 first-timers, 7 conditioned); Cebu (8,899 first-timers, 5 conditioned); Cagayan De Oro (3,045 first-timers, 2 conditioned); Davao (8,143 first-timers, 2 conditioned); Iloilo (6,020); Legaspi (3,070 first-timers, 1 conditioned); Lucena (3,444); Tacloban (1,145); Tuguegarao (2,322 first-timers, 1 conditioned); Zamboanga (1,609); Jolo (166); Pagadian (1,568); Angeles (179); and Butuan (898)." ---Inquirer (11/15/09, Uy, V.)

The Commission on Higher Education (CHED) says certain schools do not meet the standards. In the last five years, at least 177 schools have not produced a single graduate who took and passed the board exam. Ibalon daughter passes physician’s licensure

UP Ibalon-Bicol congratulates Dr. Irene Gaile C. Robredo for passing the recent natioal board examination for physicians given by the Professional Regulations Commission PRC).

The only daughter of fellow-Ibalonian Jose (Butch) Robredo, Jr. and niece of Ibalonian Dr. Josephine R. Bundoc and Naga Mayor Jesse Robredo, Gaile graduated from the University of the East Ramon Magsaysay Medical Center and took her internship at UP-PGH. She finished her pre-medical education at Ateneo de Manila University. Her oath-taking is scheduled in September. (Photo Credit Kaiyanwong) =0=

Waste of manpower and labor

The Professional Regulation Commission (PRC) of the Philippines reported that each year about 200,000 examinees for licensure in different professions fail to pass the exam rendering them less capable to work and assume jobs in their field of training.
Based on PRC data, a total of 304,586 examinees took licensure exams in different fields. Of the figure, only 36.9 percent or 112,407 passed.

Examinees in the customs brokers test posted the lowest passing rate at 22.9 percent, followed by librarians at 23.6 percent. The highest rate of passers are those who take the geology, pharmacy, optometry guidance counselor, mining and geologic engineering tests whose passing rates range from 60 to 70%. The last nursing board posted a rate of 42%, lower than the previous year.---Philstar (08/15/09, Jaymalin, M.)

The high rate of flunkers in the board exams is a reflection of the quality of education these students are getting. Failing the test makes them less able to land a job and lead unproductive lives. There is an urgent need to make jobs available for these flunkers. It’s the duty of the Department of Education and the government to correct this waste of manpower and labor.
