Donations sought for this year’s 1 billion hungry people worldwide

The World Food Program (WFP) disclosed that for this year, an unprecedented number of hungry people will reach 1 billion. This translates to about 1 in 6 individuals getting hungry everyday. The United Nations (UN) organization asked people from rich countries to help in its online campaign for the poor by donating $1 dollar a week (www.wfp.org//1billion).
According to Josette Sherran, executive director of WFP, though governments worldwide have traditionally helped in beefing up funds to feed the poor, the present economic decline required that the private sector must assist in the anti-hunger effort.
A world food summit is scheduled in Rome, Italy to seek solution(s) for the increased hungry people. Countries like Germany, Britain, Italy, France and Japan are said to have withdrawn from their pledges in raising $20 billion this year. The fund is supposed to be used to prop-up agriculture in poor countries (http://www.avaaz.org)
Poverty in the Philippines
In spite of the over-hyped anti-poverty gains made by Pres. Gloria M. Arroyo, economist Cielito Habito of the Ateneo de Manila University in a recent forum said 35% of Filipinos are estimated to have fallen under the poverty line.
In spite of the economic gains of businesses, the ranks of the financially marginalized continued to expand ---- making it hard for the country to meet the UN-conceived millennium development goal of cutting poverty to half its rate by year 2015.
Experts blamed the failure of government officials to address the long-standing problems of the economy. Although the Philippines posted some economic growth, the living condition of the poor was still getting worse. Soup Kitchen Project in Penafrancia Parish

To help feed the poor residents of Naga City a group of church-goers of the Penafrancia Shrine bonded together to set up a soup kitchen. The weekly project supported by donations from friends and benefactors started last March 21, 2009 with indigents of Liboton, Penafrancia and San Felipe as recipients. The humanitarian activity which aims to supplement the nutrition of the poor is spearheaded by Parish Priest Rev. Fr. Gerry Hernandez who serves as the spiritual director. Volunteers include Dulce de Guzman as president, Joan Padillo, secretary-treasurer; Helen Juanillo auditor; Capt. Journalist killings continue

Following the shooting death of another journalist less than a month ago, Leanilo was rushed at Quirino Memorial Medical Center but was pronounced dead on arrival. His companion, Christina Valldolid, was seriously hurt. A taxi driver who saw the murder said the assailant walked away after the incident.
Cold-blooded slaughter has been a common occurrence in the Philippines. The administration of Pres. Gloria M. Arroyo appears helpless in stopping the crimes which earn bad reputation for the country. Apologists of the government can’t say that the unsatisfactory national human rights and freedom records are "perceptions" only. There is an obvious lack of justice. “The causes of poverty include poor people's lack of resources, an extremely unequal income distribution in the world and within specific countries, conflict, and hunger itself. As of 2008 (2004 statistics), the World Bank has estimated that there were an estimated 982 million poor people in developing countries who live on $1 a day or less (World Bank, Understanding Poverty, Chen 2004). This compares to the FAO estimate of 850 million undernourished people. Extreme poverty remains an alarming problem in the world’s developing regions, despite the advances made in the 1990s till now, which reduced "dollar a day" poverty from (an estimated) 1.23 billion people to 982 million in 2004, a reduction of 20 percent over the period. Progress in poverty reduction has been concentrated in Asia, and especially, East Asia, with the major improvement occurring in China. To bring home medals in future Olympics and to augment competitiveness, a proposed increase in the budget of the Philippine Sports Commission, double the previous amount of P500-600 million, was aired by Monico Puentebella, RP chief of Olympic Mission. This reported new HIV cases/ month of 2007-2008 is higher than the 20/month of the previous years. Since 1984, a total of 3,305 HIV cases have been reported in the Philippines and 310 people have died from AIDS. These figures are low-prevalence statistics which can change into high prevalence or to an epidemic if HIV cases continue to rise. AFP (08/26/08)

Number of maids, including Filipinos, who died in Lebanon as reported by Human Rights Watch, the New York based the group who said that Overseas Foreign Workers (OFW’s) from countries like the Philippines, Sri Lanka and Ethiopia were forced to suicide by jumping out of buildings because of isolation, difficult working conditions and maltreatment from their employers. 14.5 million----Is the estimated number of Filipinos (representing 2.9 million households) who experienced involuntary hunger between April and June 2008 according to a SWS survey. The occurrence of severe hunger rose to 4.2% which corresponds to about 3.3 million people in 760,000 families.
34----Of the 67 prisoners attended to by the Justice on Wheels in Caloocan City, Philippines, 34 were released. Nineteen of them finished serving jail time while 16 were found innocent of their crime. The incredibly crowded Caloocan City jail keeps 1,500 prisoners in a facility that's intended for only 500.
21---Death toll of the cholera outbreak in Sultan Kudarat in Mindanao between July 27 to Aug 6, 2008. Residents became ill in what experts believe to be linked with drinking contaminated water. As of Aug 6, 2008, 147 individuals are suspected to harbor the disease.
10,000---From January to June 2008, the total number of Filipino nurses who took the licensure examination in the United States. The number is 107 shy of the total number of nurses who took the same test in the same period last year. Almost 500,000 students are currently enrolled in nursing in the Philippines today.

Coming from poor towns in the provinces, the girls are locked up by their recruiters while they wait for assignments abroad as OFWs, mostly in the Middle East as domestic workers. Some of these girls end up being abused by employers and they seek help from the Philippine embassy.

Wowowee & the Temple Stampede in Northern India

The panicked crowd attending a religious festival pushed and ran, trampling people as they rushed out of the mountaintop Hindu temple. Wowowee’s crowd jostled frantically for a crazy reason--- to get the best spot to watch a TV extravaganza.
To date, the victims’ families are still stuck in a legal tussle with ABS-CBN Corporation on who are responsible. Those who lost loved-ones see who are accountable even if the courts still debate on the matter. Perhaps, the families of the Indian pilgrims feel this way too when there’s too much pain and blame to spread around.
In Wowowee, poor people were lured by a promise of winning a prize in a TV spectacle which neglected the dangers of massing huge crowds in a contracted arena. The promoters of the show at ABS-CBN were responsible. Yet the popular TV show continued its repertoire of entertainment and laughter like nothing happened, as if no lives were lost. Lack of money to wage legal battles and a dearth of defenders had sealed the victims’ fate. To my knowledge, nobody had been punished. There was no one to avenge the deaths of the innocents and the poor. =0=

Figuring The Right Grammar of Pulse Asia's Survey

According to the new survey of Pulse Asia taken in July 11-14, 2008, two thirds (~64%) of Filipinos express gloom and pessimism about their personal situation in the next 12 months. Morale is low. Seventy nine (79) percent aren’t optimistic about the overall national situation. Three fouths (75%) consider themselves as losers (worse than last year,) compared to 59% four months ago.
These are outrageous numbers that fracture our confidence, numb our spines, and make our faces look ashen. Contrary to what Malacanang says, we may not need to validate the results for "ramdam na ramdam na natin ang resulta."
The State of the Nation Address (SONA) of Pres. Gloria M. Arroyo last July 28, 2009, ostensibly blamed foreign factors for the deterioration of the economy. There’s almost no admission of accountability and responsibility--- no mention of neglect, incompetence, or lack of foresight from our leaders. Surely, domestic factors such as pernicious corruption play a big role in the suffering of the people.=0=

GMA's SONA & Her 6,000 Policemen

“Super Task Force Kapayapaan” (Peace) is the military’s grand plan for Pres. Gloria Macapagal Arroyo's (GMA) 8th State of the Nation Address (SONA) on July 30, 2008. Part of the event’s preparation is a human rights seminar for the 6,000 police officers who’ll keep the peace and order of Manila during the president’s speech. Although there’s no serious threat of turbulence, the military couldn’t take any chances. The government is poised to mobilize a gargantuan display of security: a good number of men summoned from other regions of the country, to key points of the metropolis--- a move only GMA and her supporters could exactly explain why.
But one can guess what’s in the poor people’s mind. These security forces and their intimidating gears will guard protest landmarks of the past such as the Batasan Pambansa, EDSA Shrine, Legarda, Bustillos, J.P Laurel, Claro M. Recto, Liwasang Bonifacio, Mediola Bridge, Malacanang Palace, and the US Embassy. The presence of 6,000 troops acts both ways--- as protection and intimidation. As the chance of mayhem rises with discontent, the need to show military force ever increases.
The country struggles to show its commitment to protect people’s freedom in the wake of economic uncertainty, unresolved killings and unchecked human rights violations. In near oblivion, the sensational Kuratong Baleleng case remained a bloody crime puzzle since 1995. Amidst denials, police officers were accused of the brutal killing of 11 suspected thieves. There was the unsolved “rub-out” of 3 RCBC bank “robbers” in Tanauan, Batangas in May, 2008.The police Traffic Management Group killed three suspected car robbers in an alleged shoot-out in Ortigas in 2005. Bubby Dacer’s family hadn’t stopped pointing on Sen. Panfilo Lacson, the then chief of the Presidential Anti-Crime Commission thought to be the brains behind the murder.
The US Department of State found in 1999 that the Filipino security forces were responsible for extra-judicial killings, torture, violence, disappearances, intimidations, and abusive arrests. The Commission of Human Rights (CHR) chief Leila de Lima summed up the outrageous record saying, ”the police is the #1 violator of human rights.” She recognized the importance of an unrelenting campaign against injustice when she affirmed the role of CHR:
“For as long as necessary, we will continue to issue these statements on violations specific to law enforcement agents, such as illegal arrests, arbitrary detentions, excessive use of force, EJKs (extra-judicial killings) and even the indiscriminate parading of suspects to the media, a practice which, I must note with much chagrin, has not stopped.” Inquirer (07/15/08, Papa, A)
Sadly, the poor record of human rights isn’t the only issue the Filipinos must fight for. With Pres. Gloria M. Arroyo delivering SONA, the public doesn’t expect anything decisively new to bring relief to their problems. Instead, the people anticipate her repeat appeals for calm and resilience, beside her trusted military defenders, in the midst of worsening economic conditions. The public feels unease and disappointment for the promised “strong republic” which GMA hasn't delivered. The Filipinos seem feeble and tired in their complaints. They’re busy lining up for rice, seeking work, and dreaming where they would go in case the worst of the tempest come. In contrast to the costly SONA the government is preparing for, the people are feeling the pinch of spending for mass actions, protests, and rallies---many may not even have cash to buy gasoline for a ride to EDSA.
The burgeoning hardness of the day can only make them stretch their optimism. They hope the window of opportunity to solve their problems hasn’t been totally shut tight. =0=

10%-The percentage price of one gallon of gasoline Saudis pay (45 cents) compared to Americans who pay $4.50/gallon on the pump.
P11.583 billion-The National Disaster Coordinating Council (NDCCl’s ) estimate of Typhoon Frank’s destructiveness. The amount constitutes 96.5% of the total expenditure the country shells out each year, covering an average of 20 typhoons, costing about P12,000 billion
P8,599/month-What the lowly paid government street and utility worker needs to survive the rises in prices of commodities. According to Ferdinand Gaite, president of the Confederation of Unity, Recognition and Advancement of Government Employees (Courage,) this means a needed increase of P3,000 to the present salary of P5,999.

-The number of people who could drop below the poverty line due to the spiraling rise in fuel costs and prices of commodities. According to a World Bank study issued last week, 30 million of these people come from Africa.

Barely three weeks after the negligent grounding of the Sulpicio Lines ferry at the height of typhoon Frank, a cascade of adverse effects has surfaced adding more injury and pain to untold number of people, near and far from Romblon, the site of the tragedy. As evidence of negligence surface, decaying bodies float in the sea, making retrieval difficult. As days go by, the burden to identify these bodies has overtaxed the forensic experts, raising anew the lack of preparedness of the nation to tackle a catastrophe of this magnitude.
Relatives of those who died have lost sleep grieving their lost loved ones. They’re confused about their legal rights---what options they have to pursue justice for those who perished. Rather than fight the gargantuan obstacles posed by the sluggish legal system, can they be appeased by measly settlements by the owners of the ferry company? They mull on whether the P200,000 being offered by Sulpicio Lines to each victim is the right compensation for each human life.
A hideous find of toxic insecticide in the sunken ferry has posed problems on how to contain a potential contamination that could sicken people in the area and destroy the livelihood of countless fishermen dependent on the resources of the sea. Time is of the essence. It isn’t easy to remove the 10-ton illegal cargo that's sitting dangerously in the hull of the Princess of the Stars. Endosulfan (thiodan) is highly dangerous and a significant leakage of the chemical poses destructive possibilities that could last for years. It poses health risks for those working to recover anything from the ill-fated ferry.Hundreds of miles away, like in poor Bicol villages of Balatan and Pasacao in Camarines Sur, innocent people bear the brunt of the disaster. In Naga City, a sharp drop of fish consumption on fear of contamination has driven down price of fish to 80% below its normal value while the cost of rice rose to 43%.
“Before the news of dead bodies floating in Ragay Gulf broke, fish sales were okay. Of the 100 customers who buy here during normal times, you could only have one today who would dare to buy our products,” Corazon Diaz, vendor of Naga City said, dramatizing the immediate impact of dead bodies in the seas to their business even as the Department of Health has officially announced that there was no immediate danger on people’s health. Parallel to the damage wrought by storm, the effects of fuel price increases continue to batter the nation. The rainy season has set in and more typhoons and landslides are expected by the weather watcher PAGASA. Mayon volcano in Albay has shown signs of activity which augurs a possible eruption. The dollar exchange which hovers at P45.70 per dollar has weakened, prompting central bank to prop up the currency from further devaluation. In June, the inflation rate has risen to 11.4%, pegging a record high in 14 years. "The price of rice soared by 43 percent because of growing demand and increased costs of inputs. This means that the rice a consumer bought for P100 in June last year may be had for P143 last month.
Prices of food products included in the Filipino consumer basket rose by 17.4 percent. This means food products that had cost P100 in June last year, cost P117.4 last month." Inquirer (07.05.08, Remo, M.)
The hideous chain of events is nothing that anyone could have imagined, but it has happened--- wrecking havoc to the entire nation. To what extent the public will cope with these calamities (natural or man-made, local or global) is something for now and the future. Certainly, there’s enough blame to spread around, but in this situation, it’s the poor, the young, and elderly who suffer the most. =0=

When will the palace worry about the soaring prices?

It is the question that crossed my mind when I read Malaya’s banner news on June 6, 2008 saying Malacanang Palace isn’t worried about the soaring prices. True? I think it’s one of the misleading signals our government wants us to believe---that everything is under control and there is no cause for worry when dark clouds gather like the onset of a storm.
The government insists it has “strong macroeconomic fundamentals,” and thus expected to withstand the “external shock” of a financial downturn. They say the administration has responded well to food shortages by giving cash dole-outs to the poor in its new “Ahon Pamilyang Pilipino” program.
There is indeed free money to give away as an aid package (P6000 /year) for the impoverished Filipinos. With additional health allowance (P500 /year,) education grant (P300 per school child/year,) and fertilizer subsidy (P1500) to farmers, our country seems successful in allying the restiveness of the poor for now. But this move makes many people apprehensive. In the long haul, the public fears the government’s band-aid solution is something we cannot afford.
In many places nationwide, under the blistering heat of the sun, poor Filipinos line up everyday to buy their dwindling ration of rice. It's a pathetic daily scene of time wastage which deepens despair. The strain it causes gives famine a greater chance of becoming real. It may take only a few months of food shortages before more malnutrition shows up in the 24 million people who live with less than 67 pesos per day.
In the fuel front meanwhile, gasoline in the pump recently gets another round of increase: a P1.50/liter adjustment to reflect the high cost of crude oil and basic commodities. The peso-dollar exchange (P44/dollar) is down. With no end in sight, skyrocketing costs jacked-up inflation rate to 9.6% in the past month, the highest in nine years.
Pres. Gloria M. Arroyo has signed Executive Order 728 on June 2 to give her emergency powers under the National Food and Emergency Council, most likely in preparation for any social turbulence that may result as prices soar. Instead of issuing the order, it should have been better if she leads aggressively to plant rice and veggies----a full-scale campaign against the failed import policy which brought the nation scrambling for its food supply abroad.
At a plenary session of the High Level Conference of World Food Security held in Rome, Italy, Philippine Secretary of Agriculture Arthur Yap pleaded for an urgent measure “to reverse the double-whammy of shrinking farm production and spiraling prices of basic staples worldwide.” Yap said vulnerable countries in the world aren’t interested with words. They want action.
How then can Malacanang say there’s no cause to worry?
Inquirer’s opinion writer Isagani Cruz wrote a few weeks ago that the lack of government sincerity and honesty sends more alarm than the problem of food scarcity. He opined our present crisis could be exploited to suppress the public’s attention to the corruption scandals which remained tucked under the rug with Pres. Arroyo watching. It seemed the sincerity and honesty that he referred to was what Gregorio Bituin, Jr. wanted to convey in his eloquent Tagalog sonnet about truth and lies:
SONETO SA KATOTOHANAN
Payag ka bang pawang kasinungalingan
Ang mangaglipana sa ating lipunan?
Hindi ba’t maigi ay katotohanan
Itong pairalin sa kapaligiran?
Kasinungalinga’y siyang pumapatay

When Money Rains From The Sky

About 23.5 million Filipinos --- a quarter of the population -- earn 67 pesos or less a day (Gov’t Readies P500 Subsidies to 4 Million Filipinos, ABS-CBN NewsOnline, AP 06/02/08). They’re unlike their southern neighbors, the Indonesians. Millions of them also live on the same measly budget (less than $2 per day.) With rising fuel prices, they struggle with worsening poverty.
On a bright sunny day, motivational speaker and author Tung Desem Waringin dropped $10,700 worth of Indonesian paper bills in a soccer field, 40 miles from Jakarta. He avoided doing it in the capital city for fear of chaos and mayhem that could arise from the crowds. The people dashed like crazy snatching the money from the wind. The give-away cash was a stunt to promote Mr. Warigin's book entitled Marketing Revolution.
The frenzied excitement of the poor caught in the picture taken by Associated Press (06/02/08, Alangkara, D) could well be the same in the Philippines if the much-needed currency was dropped there. In fact, it may be the same anywhere each time money unexpectedly rains from the sky. =0=
