Just as the Copenhagen international conference on climate change is about to start, United Nations climate chief Yvo de Boer said an emergency $30 billion funding is needed by poor countries to help them deal with the effects of climate change. The funding which will largely come from rich donor-countries is endorsed by the European Union is needed to curb carbon emissions that are thought to be some experts to the main cause of global warming.

“Scientists say carbon gas emissions must be reduced globally in the next decade by 25 to 40 percent from 1990 levels to control rising temperatures. The European Union has pledged 20 percent cuts, and more if other nations agree.

To lessen the incidence of poverty and hunger, the World Bank (WB) makes available a $405 million loan for the Philippines to support projects that will alleviate the impoverished condition of about 350,000 households.

By estimates, the number of individuals suffering from lack of food will reach 1 billion this year throughout the world as the economy stalls. Cielito Habito, an economics professor of Ateneo de Manila says of the 90 million Filipinos, 35% (31.5 million) of them live below the poverty line. It is unlikely that the country, a UN-member nation, will meet its goal of reducing poverty to half its rate by 2015.

To counter the effects of poverty, international groups help indigent nations in maternal and child health, education, employment, and food production. Such money allocated for these projects are needed by the Department of Social Welfare and Development (DSWD) in assisting families come out of economic difficulties.

Typhoon Ondoy and the Manila Flood



















Pres. Gloria M. Arroyo admitted that the government is helpless in answering the needs of the victims of the massive flood brought by Typhoon Ondoy. Hundreds of hapless Filipinos drowned and thousands had to be evacuated to emergency shelters. Others had to wade through muddy streets that posed myriad dangers to their health. The president could only appeal to international donors to help the city that was 80%submerged at the height of heavy rains.

Congestion of about 10 million people in an urban setting, squatting, inadequate sewer drainage, clogged waterways, silted rivers, and lack of disaster preparedness were among the factors that aggravated the misery of the people. The clean-up and rehabilitation could be staggering.

The calamity fund for the nation was reported to have been depleted as soon as the typhoon season started. No one on the top leadership thought this was an urgent priority. Our national leaders as usual, had been distracted by politics----the slow prosecution of the Dacer-Corbito murder case involving warring national political figures and the fielding of candidates for the May 2010 election. =0=

Just as the overspending of Pres. Gloria Arroyo on non-essential trips abroad recedes from the headlines, the reports of suffering from typhoons, ship wrecks, floods, and other natural disasters escape the attention of public servants.

Known for natural calamities, the country needs adequate allotment for disaster preparedness. Money to be used in emergencies must be a priority. But in the Philippines, the national disaster fund is only P2 billion pesos--- a meager 10% of the expected annual expenses (P20 billion) for misfortunes. With severe lack of budget, the people can barely cope during storms, floods, earthquakes, tornadoes and volcanic eruptions.

Deputy presidential spokesman Anthony Golez says the government has set aside P2 billion to cover for natural catastrophes, but the money spent so far in 2009 is already more than P20 billion. The entire budget has been spent in the first three months of the year.

This week, the sinking of three ships namely Super Ferry 9, MV Hera and MB Minham hasn’t elicited enough action except for grounding of the sea vessels and a knee-jerk reaction to quickly bury the dead, rescue survivors and bring them home. More is expected from government agencies to tackle the problems related to the disaster. The chance that anyting substatial to improve maritime travel and safety is slim.

The flaws in disaster planning are ignored by government officials who are now focused with the coming presidential election. "Reports by Newsbreak showed that there are about 8,000 ghost Cafgus nationwide, and an estimated P177.5 million yearly is misused, citing the monthly subsistence allowance of a Cafgu member is pegged at P1,800. Right there are observations which make the allegations of Lt. Senior Grade Nancy Gadian deserving of a thorough investigation. Inaccuracies have been uncovered by the Commission of Audit (COA) which relate to what Gadian is talking about---that certain officers have pocketed huge sums of money intended for the US-RP Balikatan exercises.

The senate is divided as to whether the Armed Forces of the Philippines (AFP) will take care of its own or the legislature will conduct the probe. Sen. Juan Ponce Enrile doesn’t want a senate inquiry, but Sen. Pia Cayetano feels it is needed for transparency and accountability.

Bayan Muna Representatives Satur Ocampo, Teodoro Casiño, and Neri Colmenares, Gabriela Representatives Liza Maza and Luzviminda Ilagan, Anakpawis Representatives Rafael Mariano and Joel Maglunsod, and Kabataan Rep. Raymond Palatino have called for Lt. Gadian to be physically protected so that the alleged corruption charges against top ranking military officers will be clarified----if proven, those guilty must be brought to justice.

This new embarrassment in the Arroyo government is consistent to the country’s reputation as among the most corrupt country in the world. As of now Lt. Gadian is in hiding, terrified at the prospect of facing the military establishment. Her situation is understandable since there is little appreciation for whistleblowers who risk their lives exposing corruption involving millions of pesos.(Photo Credit: Jayel Aheram) =0=

PostHeaderIcon Buhi-Malinao road ushers in more commerce for Bicol



Linking communication is the most obvious benefit of having a road between towns and villages. Alternative routes of trade and commerce are made easy. These are expected in the recent completion of the 35 kilometer road (about half of 66 kilometer highway) which connects the 2nd and 4th districts of Camarines Sur to that of 1st district of Albay.

Leading to the port area of Tabaco, Albay, the highway makes it easier to reach Catanduanes Island in Bicol. Travel from Manila will be shorter than before.

The new road starts from Hanawan Ocampo, Camarines Sur onwards to Barangay Burokbusoc and Sagrada in Buhi, Camarines Sur, reaching up to Malinao, Albay. It is heralded as an accomplishment by LV Castaneda of the Department of Public Highways, (DPH.)

But Buhinon Jesus Valenciano (in a letter to Bicol Mail's editor,) writes to question the integrity of the road. He fears that the "all-weather road" in some sections need cementing or asphalting. PostHeaderIcon Obama reverses "Mexico City Policy" paving for funding for more overseas abortion

On January 23, 2009, a day after the 36th commemoration of the landmark decision of the Supreme Court to legalize abortion in USA and 3 days after his inauguration, Pres. Barack Obama reversed the Mexico City Policy---the ban against funding of international groups performing abortions.

"The Mexico City Policy specifies that federal funds for family planning are made available to non-governmental organisations (NGOs) that agree not to perform or promote abortion as a method of family planning in other countries."---http://ww.nchla.org

A setback to pro-lifers who defend the rights of the unborn and promote respect for the human life, USA opens its door to more programs for population control (family planning) and termination of pregnancy (abortion) abroad at the expense of American tax payers. This was the same liberal policy Pres. Bill Clinton followed when he came to the White House in 1993. In support of the unborn, it was reversed by Pres. George Bush when he assumed the presidency in 2001. Obama's reinstitution of Clinton's policy in 2009 is a step towards the enactment of the greater pro-abortion legislation, the Freedom of Choice Act (FOCA) which will be decided in congress. This is part of the social engineering critics have predicted with the new administration.

Vatican Protests Obama's decision

The Vatican expressed objection to Obama's pro-abortion stance and support of the culture of death. The same objection is expected when the new administration announces its unbridled pursuit for stem cell research---using human embryos which is against Catholic doctrine.
